Consideraciones teóricas a propósito de la relación del referéndum con el parlamentarismo*

This article analyzes the relationships between the referendum and the parliamentary system in the context of the Third French Republic. In spite of the absolute power conferred to the French Parliament, the author believes that the referendum and the parliament ary system are not mutually irreconcilable. Instead there is between both an immediate and inevitable relationship. Specifically he considers that the referendum is an essential institution to ensure the prevalence of the popular sovereignty

Este artículo analiza las relaciones entre el referéndum y el régimen parlamentario en el contexto de la III República francesa. Pese al poder absoluto atribuido al Parlamento francés, el autor estima que el referéndum y el parlamentarismo no solo no son inconciliables entre sí sino que hay una relación inmediata e ineludible entre ellos. Concretamente estima que el referéndum es una institución esencial para asegurar el predominio de la voluntad popular
